I agree that the language is a little fluffy, but I would say this actually meets the requirements of this metric seeing they list specific measurable indicators like "Presence of grievance mechanisms" or "Number of grievances raised and percentage remedied by category".

No quantitative indicators but page 12 does provide qualitative measures.
