It mentions 'expect' and does not refer to a strong commitment. Therefore, 'suppliers comply with laws' is not considered.

pg. 1

“The Group has established a Responsible Procurement Policy to ensure purchasing decisions are made respecting human and labour rights. The policy also includes a Supplier Code of Conduct, which sets out the principles and the minimum standards that the Group expects its suppliers to comply with and to hold their own suppliers and subcontractors accountable, including ethical practices and compliance with all applicable legislation such as the Modern Slavery Act in the UK.”

Since, it is not explicit whether the below mentioned phrase applies to suppliers or not. Therefore, 'suppliers respect labor rights' is not considered.

“The Group aims to operate in a manner consistent with the United Nations (UN) Universal Declaration of Human Rights and with the International Labour Organization’s Fundamental Conventions regarding child and forced labour, wages and working hours, health and safety, freedom of association and non-discrimination.”
