Topics not filtering correctly

Some of the Topics seem to be filtering and others not. For me the Human Rights Topic was working to filter metrics, but the Climate Change and Pollution & Toxics topics were not.

It's finding all the answers where the metric is EITHER in the project OR tagged by the topic. We want the answers where the metric is BOTH in the project AND tagged by the topic. Will fix!
