The report does not make it clear, but I assume the currency is Pesos Colombianos.

I can't read the report but this assumption sounds about right, in which case the value should be converted to US Dollars. I've converted $45.048.790.000 COP to $15,504,324 USD at a rate of 1 COP = 0.000341138 USD.
