Does "consultation" count as subsidiaries adopting the statement? The statement doesn't describe a consultation process.

Indeed - simply having subsidiaries (or other covered affiliates) "adopt" the statement is not sufficient here. There needs to be more active involvement of these groups to show it is not top down process where a parent drafts something which others just accept. Rather the statement should accurately reflect what all these entities are doing on the topic of modern slavery, which is only possible if they entities are properly consulted.
