Yes, this actually happened again to me this morning on a completely different metric. It seems to happen when I add data for consecutive years but can discuss later.
If you can write down steps for me to take to reproduce this, that would rock.

I'm having a hard time replicating this one...I filled in a couple of new values (with and without comments) and they all worked. Then I tired adding values for consecutive years and managed to get the message again! So.. Project pages --> Waste Management Practices in the Automotive Industry --> research Honda Motor Company --> add answer for total waste generated --> add data for 2016 and hit submit --> new value point appears --> click add answer --> enter value for 2015, same source, add comment, hit submit --> 'Sorry! You need permission to do that.'
So it seems to the connection is adding data for consecutive years, let me know if that fits any theories!
