I am using the Water Withdrawn value (45.7 million m3) as the total because the "Water withdrawn (other than Total water withdrawal by source)" value includes a lot of water that was used for cooling and returned to source.

I calculated the percentage as (3.5/45.7)*100 = 7.6%
