On page 4 of the statement, supply chain is detailed. It defines Tier 1 and Tier 2 suppliers, and states that Nestlé works with over 161,000 direct suppliers. They never explicitly state that they don't work with Tier 2 suppliers in that section, but later on (page 13) they state that Nestlé's Responsible Sourcing Activities work across three strands: Farmers Connect, Tier 1 suppliers, and sub-tier suppliers.
