Adding citation (where missing) not possible+issue

Trying to add this source which was deleted from an answer http://wikirate.org/Page-000053183 back to this answer http://wikirate.org/Global_Reporting_Initiative+Environmental_fines_G4_EN29_a+AVI_Limited+2017, but there is no place to add citation. 

On the right hand side of the page was a button to "add new" - I clicked this, and a form for adding a new card showed up. I changed the card type to 'source' but saw that I would have to add the source again (rather than cite the already existing source on WikiRate), so I clicked cancel. Then the 'add home' link appeared. I clicked that and got a long list of things to edit. Don't think it's meant to be there.

I don't know what's going on with that interface, but if you click the "Source" tab, you get the interface you need.

 

I think we should be validating the presence of a source so this never happens...
