Add answer view open for all metrics on Research page+Discussion

We (the geeks) discussed this today and reminded ourselves that the design had been that:

1. a default form shows when working with a single metric

2. no form should show when working with a list of metrics.

#1 got broken somewhere along the way, and in fixing it, we broke #2. We will need to add tests to avoid this problem in the future. Fix coming soon.
